Small Quantity Generator Requirements
Definition: A Small Quantity Generator (SQG) generates between 100 kg and 1000 kg. (220 to 2200 lbs., or about ˝ to 5 55-gallon drums) of hazardous waste in one month.
Requirements: A Small Quantity Generator must:
- Obtain an EPA Identification Number;
- Determine whether his waste is hazardous;
- Store his hazardous wastes in accordance with RCRA requirements;
- Inspect hazardous wastes stored in tanks or containers weekly for leakage;
- · Inspect wastes levels in tanks, discharge control equipment and tank monitoring data daily;
- Mark hazardous waste containers and tanks with the words “Hazardous Waste” , or other identification, and accumulation start date;
- Not mix incompatible wastes in a tank or container
- Store ignitable wastes at least 50 feet from the nearest property line;
- Offer hazardous waste shipments only to transporters with EPA ID numbers;
- Ship hazardous wastes only to hazardous waste facilities with EPA ID numbers;
- Ship hazardous wastes with a manifest
- Properly label and mark hazardous waste containers before shipping;
- Store hazardous wastes for no longer than 180 days;
- Accumulate no more than 6000 kg. (13,200 lbs.) of hazardous waste at one time;
- Have an internal communication system (loudspeaker, alarm bell, etc.) accessible to employees handling wastes, to signal in emergency;
- Have an external communication system (such as a telephone) to call outside help in case of an emergency response;
- Have fire extinguishers, spill control equipment and decontamination equipment available for emergency response;
- Test and maintain the emergency communication and response equipment;
- Maintain adequate aisle space where wastes are stored, for emergency access;
- Train employees in waste handling and emergency response relevant to their jobs;
- Post the following information next to the telephone:
- Name and telephone number of the Emergency Coordinator
- Location of fire extinguishers, spill control materials and fire alarm (if any)
- Telephone number of fire department, unless there is a direct alarm
- Designate on call “Emergency Coordinator”, responsible for emergency response;
- Have a written Waste Analysis Plan if treating hazardous wastes on site.
- Comply with RCRA Subpart CC container and tank air emissions regulations.
Small Quantity Generators are exempt from:
- Requirement for written Contingency Plan;
- RCRA training requirements, other than as stated above (but may be subject to OSHA training requirements);
- Biennial reporting requirement.
